Delhi CM Rekha Gupta Announces Winter Action Plan to Combat Air Pollution from November 1

Zillar Barta Desk,New Delhi : Delhi Chief Minister Rekha Gupta has announced a comprehensive Winter Action Plan to tackle air pollution in the national capital, with a series of measures scheduled to come into effect from November 1. The plan aims to control vehicular emissions, reduce construction dust, promote cleaner transport and improve air quality during the winter months.

The winter action plan will remain in force from November 1, 2026, to February 28, 2027. The announcement comes ahead of the period when Delhi typically experiences deteriorating air quality due to a combination of weather conditions, vehicle emissions, dust and other pollution sources.

Restrictions on Older Vehicles from November 1

One of the major measures under the plan is a restriction on vehicles registered outside Delhi that do not comply with BS-VI emission standards. Such vehicles will be prohibited from entering the capital from November 1, 2026, to January 31, 2027, subject to applicable exemptions.

The move is intended to reduce emissions from older, more polluting vehicles entering the city. Authorities will need to ensure effective enforcement and communicate the restrictions clearly to commuters and transport operators.

‘No PUC, No Fuel’ Policy

The government will also enforce the ‘No PUC, No Fuel’ policy, under which vehicles without a valid Pollution Under Control Certificate (PUCC) will be denied fuel.

The policy is intended to encourage vehicle owners to keep their emission certificates up to date and ensure that vehicles meet prescribed pollution-control requirements. Motorists are advised to check the validity of their certificates before visiting petrol pumps.

Construction Dust Under Increased Scrutiny

Construction and demolition activities are another major focus of the winter plan. The government will tighten dust-control measures at construction sites and use AI-enabled monitoring systems to identify violations.

Restrictions on dust-generating construction and demolition work are also planned. The measures are intended to limit the amount of dust released into the air during the winter pollution season.

Authorities will strengthen inspections and take action against sites that fail to comply with applicable environmental requirements.

Work-from-Home Measures and Staggered Office Timings

To reduce traffic congestion and vehicular emissions, the government has announced a 50 per cent work-from-home arrangement for government and private-sector offices during the specified period. Staggered office timings will also be introduced to help reduce peak-hour congestion.

The government expects these measures to encourage fewer daily commutes and improve traffic flow across the capital.

Push for Public Transport and Cleaner Mobility

The action plan also emphasises the use of public transport and cleaner mobility options. The government intends to promote Delhi Metro services, electric buses, better last-mile connectivity and carpooling.

These initiatives aim to reduce dependence on private vehicles and provide commuters with more environmentally friendly alternatives. Improved coordination between transport agencies and public participation will be important to achieving the plan's objectives.

Government Calls for Public Participation

Chief Minister Rekha Gupta has stressed that tackling air pollution requires cooperation between the government, residents, businesses and other stakeholders.

The winter action plan brings together measures targeting vehicle emissions, construction dust, traffic congestion and other sources of pollution. Its effectiveness will depend on consistent enforcement, public awareness and coordination among the departments responsible for implementation.

A Crucial Winter Ahead for Delhi

Air pollution remains a recurring challenge for Delhi during the winter season. By announcing restrictions before the onset of the most difficult period, the government aims to improve preparedness and reduce the need for last-minute emergency responses.

The coming months will test how effectively the announced measures can be implemented on the ground. Residents, commuters and businesses will need to adapt to the new requirements while authorities monitor compliance and assess changes in air quality.

With vehicle restrictions, pollution-certificate checks, construction controls and workplace measures forming the core of the initiative, Delhi's Winter Action Plan seeks to make cleaner air a shared responsibility throughout the winter season.
